The fourth major initiative, was the decision of the council to transfer nineteen of the pre- and inter-war estates to housing associations. It was estimated, by the acting Director of Housing at the time, that the amount of total investment required for these estates is £400 million. The authority could only finance a £100 million (Municipal Journal, 1995, p. 6).

The estates regeneration strategy (ERS) was a major policy initiative following on from the CEI. Like the CEI, it aimed to renew some of the worst estates by again attracting housing association funding. The intention was to sell the estates at nil value to housing associations who would then raise private finance to rehabilitate the properties with tenants remaining in their dwellings. The 19 estates included much of the large pre-war stock such as Northwold, Kingsmead, and Pembury estates and amounted to 7,000 units. As many as 21 consortia expressed a willingness to participate in the scheme.
